Hypothetically thinking, yes the government COULD have a cure for cancer. . but what the fuck is the point in thinking about hypotheticals? Could the government have found the fountain of youth and developed a plan to live forever? I mean, yes. . anything is possible, but there's no point in thinking about hypotheticals.
