I have a track on my next album where I do this exact same thing with James Earl Jones saying "Doomsday is upon us." which he never said in his life  It could also be anyone simply mimicking his voice which isn't particulary difficult. As for "is pac alive" - shit man, I'm gonna step out the convo at that point because thats a never ending debate. ONEEEE!!!!!!!
