Northeast Philadelphia is now "hard?" My grandmother has owned a house there for the past 30 years and, upon my visits, never have I been intimidated in the least way - even with frequent visits to local courts. .

Besides, most of the population is down here vacationing for the summer. . So it can't be all that bad.
