Someone Smart Please

Does anyone know how I can make a regular picture look like a cartoon? I heard there's a brush for it, but I haven't had any luck in finding it. If you could help, that would be greatly appreciated.

Otherwise just look around. There are tons of tuts out there.

It really depends on the exact effect you're looking for.
"Cartoon" is a real vaigue description, theres about a million things you could do to a picture that would make it look "cartoony."
I say mess with some filters, mess with some blurs, mess with shadows and mess with contrast. After awhile you should get something you like.
Also get used to colorizing things.

But yeah, look around, you're sure to find something.

There is a air brush preset in CS2.

You can do the fake ass gaussian blur > shift + ctrl + f > darken.
