According to several of the original crack sellers of the 80's they got their guns and drugs from some people(forgot the name of the country) who got their guns from the US government. But then again, some people claimed to have gotten their guns directly from US government officials, but they could have been bullshitting. Either way, shit either came from the government or some other country. Then the gangs ultimately spreaded it like crazy. Or its possible that the gangs did it first. Chicken/egg.
