woowee thats a small budget but you could have the smallest of studio budget to work w/ and still cunger summit up...
you could get a mic, amp, a very cheap mixer(may not be good quality), extra equipment for ya comp like better programs etc...on the cheap tho..

all depends where ya live but E-bay would be a good place to start..Technics can be harsh w/ everythin else but w/ Mixers that aint that bad..try technics mixers on E-bay..you can get a good quality mic for around $15/£12 anywhere.
if you aint got cool edit pro or acid pro which are good samplers/mixers/everythin ya need to mix n record..they are really good for ya computer..download these off Kazaa n Fruity Loops is a good beat maker

^^^serious, but my studio is around 300$, i got an alesis mixer(150$), mxl 990(got it for 70$, now 60$), cables n micstand(46$) plus all the tax, it was 285$...

YOu can make good music wit alot less money than that if you are creative and a good sound enginer and if your not then you need 5 grand to fix all the mistakes fo you haha. Ive heard great tracks on systems that were total trash and only had a 30 dollar mic pluged dirrectly into the sound card and then again Ive heard totaly trash come from big studios wit thousands of dollars spent on one song. Its not what you have its what you know...
