Would you not agree that the music recognised in those awards is of black origin? and primarily are associated with the black and ethnic minority communities? and are primarily performed and lead by members of the black and ethnic minority groups? would you not also agree that the relative majority share of the viewers are from the back/ethnic minority groups?

If there was a white tv network, I honestly wouldn't feel it was someone trying to perpetuate supremicist views, maybe that is just me. The thing is, its about balance.

Black people felt they needed a network/show whatever to specifically address and talk about their interests/culture, nothing more, nothing less. On the BBC News in the UK it would be ridiculous to say that the news reported is always of relevance to the black community, simply because the lion share of its viewers are white; Therefore they cater the stories and issues they talk about to white people. In the UK on sky(your equivalent is cable) there are over 20 indian channels, 16 muslim channels etc this isn't racial supremicism. Just a network of channels catering to their individual ideals/cultures.

I personally have never seen a problem.
