The difference is that everyone knew Heroine was bad - not to mention that it was a drug that was originally legal, where as crack was NEVER legal. At the time, no one knew the horrible effects of rock-cocaine till they were the ones telling others about it. Just like cigarettes now. you don't think the companies knew the data about cancer and mortality rates and shit BEFORE they invested a few billion dollars into a company? No one makes an investment liek that and guesses. Crack's no different. The average person would have no clue where to even begin on how to make crack, shit, the furthest they got in the cocaine evolution was basing! And who do you even know that's a base head now? lol. Crack is some chemistry class shit. Prior to that, you heated coke at all and people assumed you were going to make base, then you DID and people were happy with that. Crack is definitely an outside job that heroine jsut couldn't do. Not to mention, a heroine addiction is passive, a crack addicton is active. Heroin exists in a fiends life, where as crack IS the fiends life. They knew it and they planned it.

white constiuents dont want brothels and crack houses in their neighborhoods so lawmakers isolate vice to the poor areas of town through zoning and selective police presence...

coke was the only drug in the history of the world that hit the upper class harder than the ghettos because of its price...crack is a cheaper version of coke so it continued the patterns of vice being mainly confined to the ghettos...

which is a pattern that was consciously established by white lawmakers...because people in the ghetto dont vote and lawmakers will do anything to satisfy the voters...but as far as crack being deliberately engineered by the government to keep the black people down...thats simply untrue...

I don't see how corruption is always seen as untrue. Crack didnt just trip and fall there. And remember the roots of this country are still decendants and affiliates of it so don't be naive. Schema's logic is understandable, but reagan was obviously involved with it. Just read up a bit more.
