Ain't VA also like one of the few states that banned radar detectors? So I'm not surprised about all the traffic stops.
I think the best time to pass through maybe in the middle of the night.. I did 75-80 mph all the way up to PA for my bros' graduation a couple years ago. Only time I saw a cop was one sitting at an offramp way out of the way back in NC or SC.
