Twista doesn't hold the record, a cat named Rebel X.D. of Chicago, Illinois does. This is what the record in The Guinness Book of World Records says
"Fastest Rapper: Rebel X.D. rapped 67 syllables in 54.9 seconds at the Hair Bear Recording Studio, Alsip, Illinois. This works out at 12.2 syllables per second."
