Cool edit problems..

Aiight I'm setting up cool edit 2.0 on windows xp and its giving me errors saying that the sound devise is in use and it wont let me record..
This is the error.. Make sure that no tracks are using any devises that are in use, even if no wave blocks are in those tracks (or try changing the devise order in devise preferences). I have no other programs open when this is happening and no other sound files being played.. So I got no idea why cool edit is being gay like this................... anyone got any ideas?
