Accounts are automatically upgraded when someone has 500 posts. If they have less than 500, but have 250 posts and 5 wins, they have to PM AN ADMIN to have their accounts upgraded, since the 5 wins need to be manually verified. None of the people you listed had asked to be upgraded to Registered Voters, therefore they will not be able to poll |
